Charge to the DSC

The Potsdam Village Dissolution Study Committee is charged with investigating the effects of village dissolution on cost, taxation, services, employment, land use, economic development, and community character. They should consider likely consequences in the near term as well as the long term. They should consider the effects on village residents and town-outside residents. They should consider alternatives to dissolution. In this process they should seek extensive public input and expert analysis. The committee�s work should be open to the public. Their meetings should have recorded and approved minutes. They should maintain a website providing access to all documents related to their work. The committee should make monthly progress reports. The committee serves at the behest of the Village Board of Trustees. It will operate independently under the direction of a committee chair. The committee should continue their work until such time as they feel they have completed a reasonably complete analysis on the effects of village dissolution. They should not make a recommendation on dissolution, but rather should provide a report detailing their findings, a summary of the findings, and a draft transition plan which addresses at a minimum items enumerated in NYS Village Law 19-1903. The report should make special note of actions, small or large, the Village government might take to improve efficiency and effectiveness in serving its citizens.  Such report shall be presented for approval to the Village Board of Trustees.

Schedule

The DSC is charged with providing its report no later than October 31, 2012.   It should be noted that the committee can complete its work sooner if it wishes. The late date was set to satisfy the technical requirements of the grant application.
