Re: Legislation to Address NYCOM Concerns with New Dissolution Law
 
As you may know, NYCOM has drafted legislation (A.10432 by Assemblywoman Michelle Schimel and S. 7238 by Senator Craig Johnson) to address several of the procedural and technical shortcomings in the new Article 17-A of the General Municipal Law.  This law, which took effect on March 21, 2010, provides a new and significantly different legal framework for dissolving villages and districts, as well as consolidating towns, villages and districts. For a detailed analysis of the new law, please visit the "members only" section of the NYCOM website ( www.nycom.org ) to access our new Guide to Local Government Dissolution and Consolidation Under General Municipal Law Article 17-A.
 
While intended to streamline the consolidation/dissolution process, the law's new process, if left unamended, will lead to uninformed voters and, as a result, sometimes unintended consequences.  NYCOM's legislation would provide much needed procedural and technical amendments to enable communities to consider government reorganization proposals in a deliberative fashion that ensures informed citizen participation.  NYCOM's Memorandum in Support of A. 10432/S.7238
